Looks like a non-breed standard, backyard breeder Persian in seriously desperate need of some grooming. Is this your cat? If so take a washcloth and wet it with some warm water and clean this poor cats eye area. Then get a comb and comb this cat's coat out. Can't believe someone would post a picture of their cat with such a filthy face - sad!
